Canada’s New Immigration Pilot Program for Homecare Workers

In 2024, around 766,000 international students in Canada will see their Post-Graduate Work Permits (PGWP) expire. A significant portion of these students, especially from India, work in the healthcare sector and are now seeking permanent residency (PR) in Canada. To address this, Immigration, Refugees and Citizenship Canada (IRCC) has introduced a new pilot program that will grant PR to eligible applicants, including their families.

This new Homecare Worker Immigration Pilot will begin on March 31, 2025. Under this program, homecare workers arriving in Canada will be eligible for permanent residency upon entry. Those already in Canada can also benefit from it.

One key advantage of this program is that applicants do not require a Labour Market Impact Assessment (LMIA). Instead, they only need a job offer as a caregiver, such as a nursing position, from a sponsor.

IRCC plans to admit approximately 10,920 new immigrants under the Federal Economic Pilot Category between 2025 and 2027. While the exact PR allocation for homecare workers is not specified, experts predict it will be double the previous program’s quota of 5,500 PR approvals.

Although Canada had announced a homecare immigration pilot program last year, its full details were not disclosed. Applications under this new program will be accepted from March 31, 2025. The initiative aims to address the rising demand for healthcare services, driven by an aging population and increasing pressure on the system.
